How long does it take to get a Student Visa? and how long do they normally last ?

To get a visa you need to go through the process:

Find THE university (or apply to several), file the paperwork (application fee, transcripts, letters, request for scholarship and financial aid, get seals and stamps) take exams (TOEFL, SAT, GRE, GMAT, etc), find financial resources, and have is filed 4 to 9 months before the first day of classes.

The university will send you, if admitted, the form I-20. You will have to take that form and a copy of all information sent to the university (except the application) to the consulate. You can request a student visa 90 days before classes start and enter the U.S. 30 days before classes start.

How long it takes will depend on how motivated you are.  First, you must find an eligible trade school, college or university willing to enroll you as a foreign student.  Then, you must enroll.  The school will send you an I-20 which is a document you can use when you apply for your F-1 visa at a US embassy or consulate.  

You'll need to prove you have the financial ability to pay for your studies and support yourself while in the USA without working.  You'll also need to convince the American consular officer who interviews you that you will come back to your own country when you are finished with school.

The faster you work at the process the faster you'll be finished.  However, today is July 18th, most US colleges and universities start class in late August.  I seriously doubt you can complete the process in time to start school this fall.  You should have been working the process back in February and March.

The I-94, when you enter the USA, should last long enough for you to complete your studies..... 4 years if a college or university, less for other types of schools.  If you don't attend class the school is required to report you and your visa and I-94 will be canceled immediately.
