He was condemned to BE A CAT for one hundred years.  Hilda Spellman, one of his followers, was condemned to care for him as a cat for one hundred years.  Sabrina was not involved in this.  She did take him after Hilda got married, but she didn't have to.  If she hadn't housed him, Hilda would have had to keep him by order of the witch's council.
