How long will a rechargeable li-ion battery for a Nikon coolpix s21 last when its turned on?

mine seems to run out really quickly.

does turning it off and on make it loose charge?

On and off won't drain the battery. You should get at least 200 shots per charge. The more you use the camera display to view photos, the less battery time you will have. Also, using built in flash will drain the batteries quickly.
