Hopefully never.  I don't smoke and I don't like to eat in a restaurant where people are smoking, but I don't think it should be against the law to smoke outside and it should not be against the law to smoke in a bar.

It's illegal to smoke in most public places in New Jersey.  North Carolina, no- they even smoke in restaurants where people are eating.
