  1. All it would take is one year.

    Why?

    A glacier is snow that does not melt from one winter to the next.  If it snows and the snow remains all through the summer and is still there when the next winter comes,  it is a glacier,  no matter how small it is.  

    However it is unlikely to happen due to climate and the shape of the mountain.   There are no deep ravines or valleys that are totally shielded from the summer sun.

  3. Maybe never. The Earth is going through a warming trend. The glaciers on nearby Mt. Hood are melting.

  4. You can't build a glacier; they form. And it would depend on how big you wanted it.

    Mount St. Helens isn't entirely inactive right now, either, so it will be a long time before it is cool enough for glacier ice to form there.
