If every citizens gives 1 dollar on their birthday, and every illegal citizen gives 10 dollars on their birthday, and every inmate gives 5 dollars for every year they are incarcerated.

It is interesting that you have asked this question,considering the question is rarely mentioned.The National Debt  of any country can not be repaid.The reason being that all repayments are used to repay the interest/usuary,whilst the principal is never reduced.Because of the Ultimate Swindle of all time - interest,which was introduced into society centuries ago by goldsmiths and which manifests today as the modern banking sytem- the total  worldwide debt can never be repaid,because additional interest is being  levied upon interest.The world as a whole is in hock to a Financial Oligarchy,and eventually this Financial Oligarchy will own the world,because each debtor Nation will have to surrender all assests to discharge the National Debt.If you want understand the mechanics of the Ultimate Swindle,you can do an Internet search for "I want the earth plus 5 percent".Perhaps you should study the activities of the International Monetary Fund and the World Bank?
