you would need to know the max dimensions (L x W x H) and the wieght of the crates that the generators will be shipped.   With this information you can then see how many can fit in a 40ft container.  Considering a standard 40 container has inside dimensions of  39'-05" X 7'-08" x 7'-10".  And i think the max payload is about 58,000lbs (26,309 kilograms) or 26.3 Metric tons or 29.0 short tons.

You can not max out the volume in the box and be over weight.
