How many American embassies and consulates are there on the face of the globe?

Can it be safely said that there is an embassy in virtually every country that has resident United States citizens and that a United states citizen may travel to?

Not precisely.  Of the approximately 194 countires in the world, there are five countries with which the US does not have formal diplomatic relations:  Bhutan, Cuba, Iran, North Korea, and Taiwan.  I suspect you would find US citizens in each of the countries, albeit in some cases, dual nationals, despite restrictions.
