How many BTU's do I need to cool an apartment that's about 700 square feet?

It depends on where it is (the apt. and the air conditioner).If air can flow to each room then you can get by with a smaller unit.or if you live north of the Mason/Dixon line,or bottom floor/east sideBut a 5kBTU unit is usualy rated for a 12x14 room.Just do the math.

I would get nothing less than 18000 BTU.  That is 1 1/2 ton and will do you a good job.

Are you taking about a window A/C?  If so, a 12k BTU should work well if you can locate it centrally.
