How many New Labour government ministers can not drive a car?

The Prime Minister Gordon Brown can't drive. He's psychologically impaired to do so since he's unable to use the left/right indicator. How many other in the UK cabinet are similarly Psychologically Challenged? Anyone want to Guess?

If they're as skilled at driving, as we hear they are at running the country, maybe it's best that they don't drive.  Other drivers and pedestrians should thank them for not driving.
