The names of  U.S. citizens in possession of a legal passport is only known by the U.S. Government agency in charge of issuing passports. This information is not public record; therefore, I doubt that anyone other than the agency issuing passports is privy to any percentages. Even if the American public knew this percentage, there is no revelance to to anything.

As of 2006 end, only 25% of Americans had applied for a passport at one time or another. It was recently estimated that up to 33% of Americans will have passports by the end of this year, perhaps even 40%. Considering that the population of the U.S. is 300 million, a jump from 25% to 33% represents 25 million new passport holders this year. If 40% of Americans wish to have passports by 2008, then 45 million passports will need to be issued by the end of the year.**

Statistics vary but the highest I have found was 25% but personally I do not believe it's truly that high; I would venture to guess that it hovers around 7% at best.
