  1. All the presidents who were born before 1776, when there were 13 colonies.  It wasn't until after the Declaration of Independence and the Constitution were written and adopted that we became the United States of America.   There has bee speculation that Chester Arthur had not been born in the U.S., but never any proof of it.

  3. Pick a starting date. Your choices are 1776, the year we declared independence, 1781 Articles of Confederation and British recognition of our independence, or 1789 US Constitution. It becomes important where you start counting. All presidents born before the United States existed were not born in the USA and were British citizens. They are: Washington, Jefferson, Adams, Monroe, Jackson,  Adams, Harrison.  There are 7 of those.  For 1781 date the list remains the same,  Use the  1789 date and to those 7 add 2 more Van Buren and Taylor.  Presidents born in US territories before the areas became states were still born in the United States. You don't need a list of those.  

    Arthur's birth place is a red herring for determining legality of his presidency as natural born citizens are not just born on US soil but also anyone born anywhere to US citizen parents as they obtain citizenship at birth through their parents, The Constitution doesn't stipulate born in the US, it says natural born citizen which is any one of the above two methods.

  4. There is long-standing speculation that Chester Alan Arthur, whose official birthplace is Fairfield Vermont, was actually born across the border in Quebec.

    However, it is one of the requirements of the U.S. Constitution that the U.S. President be born in the U.S. (See the fourth paragraph of Article II, Section 1 of the Constitution.)

    "No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President;..."
