  3. 27. The first 10, collectively known as the bill of rights, were passed together as a block shortly after the constitution itself was ratified. Congress promised a bill of rights in order to convince the people to ratify the constitution.

    The 13th, 14th and 15th were passed together in response to the civil war. The south had to ratify them as a condition of their surrender.

    Only 14 amendments have been passed without an event quite this extraordinary, though the circumstances surrounding most of the other amendments are quite extraordinary in their own right, usually involving a major political movement or a glaring failure in the constitution that eventually became evident. The process is intentionally difficult so that the constitution doesn't just change with the political whims of the people, as it does in some other countries. It's designed largely to protect the minority from the tyranny of the majority.
