How many credits does it normally take to get dual certification?

I am currently a social studies teacher and i want special education certification in NY State. any ideas. Anyone from out of state have a guess? Just guess?

In Florida, you only need to take the certification test to add it. No additional credits would be required as long as you already have a Bachelor's Degree and a Teaching Certificate in another area.
