The number of crew is generally calculated by utilising manning regulations.  However many countries do not specify the actual number of crew, but rather the STCW qualifications required by the crew.

A 480 teu is a relatively small ship.  If you broke this up into three watches you are probably looking at about 9 - 12 crew.

It should be noted that automation has a major influence on number of crew and there is a 9,600 teu ship with a crew of

only 19 men  (due to level of automation)
