First of all, concrete is not sold in bags; cement is.

When you buy cement, typically the bag weighs 94 lbs.

The cement by itself cannot make concrete..you need water and a mixture of fine and coarse aggregate in proper proportions.

Typically it takes 5 sacks of cement, thousands of pounds of aggregate and many gallons of water to make approximately 27 cubic feet of concrete.

For the cement alone which weighs approximately 94 lbs, and knowing that the density of cement is approximately 90 lbs/cubic ft, the bag of cement can occupy approximately 1 cubic foot.
