But not every 100 years i.e. 2100 will not be, and neither was 1900, even though it's a fourth year.

But it is a leap year if it's a millenium! That's why 2000 was a leap year, even though it divided by 100.

There are 28 days in February, 2009.  The next year that there will be 29 days in February is 2012.  I know this because every year that is a leap year has 29 days in February.  We have leap years because every day is slightly shorter than 24 hours, and after 4 years of days that are just short of 24 hours, that lost time makes up one complete day.  That is why every 4 years we have a leap year, and the leap day is February 29, every 4 years.
