Idk about Virginia, but in Ohio there is 5 divisions.

not sure about virgina.. most sattes have from A level to like 6A... in new york we have divisions in sections from D1-D4...

Virginia has 6 divisions technically.  

A school is either clasified as A, AA, or AAA, depenending on the number of students enrolled.  Schools like Phoebus and George Washington-Danville, for instance, are AAA power houses, whereas schools like Gate City and J.I. Burton are just single-A.  Notice the location and population correspondence with classification.  

Furthermore,  Powell Valley and J.I. Burton are both single-A, but Burton is still significantly smaller than Valley.  Thus, Burton is in Division 1, Group A, while Powell Valley is in Division 2, Group A.  As a consequence, despite both being members of the Lonesome Pine District, they may make it to their own respective state title game.
