How many dogs can a person legally own in ohio?

I live in butler county, and our neighbor owns 12 dogs. They have gotten out numerus times, and have chased children down. They are coon hounds and very very loud. My kids and my own dog are terrified or them

I can't find a specific law, but some counties in OHIO allow only up to 5 animals (any combination) per household.
