it doesn't matter how many you should always adhere to the laws more info here. although it says you should draw a plan for 5 or more employees you should always obey health and safety laws.

It depends on who your employing.  Your lawyer should be able to advise you on these things...If you have not got a lawyer then you need one.

As a general rule you must adhere to H&S as soon as you have a business.  But the exact laws (i.e first aid kits, PPE) will depends on what you do, how many people you have etc which is why you need a lawyer

Check with your local EH and Fire brigade. Over about 5 you have to start keeping written risk assesments
