my pet store guy told me 1 inch of fish per each gallon of water , so a 10 gallon tank could have 10 1 inch fish or 5 2 inch fish

Its all about surface area.  Measure the square foot of the surface of the water ans you can have 12 inches of fish head to tail for ever sqaure foot (for example a tank 2 foot by one foot, you can have 24 inch of fish).

the fish size should be calculated at it's adult length so that they don't out grow the tank.
