In the United States, Federal Air Regulations one flight attendant for every 50 passengers or fraction thereof for aircraft with more than 100 passengers.  Longer flights require more flight attendants in order to provide the crew with rest periods, and most airlines staff their flights with more flight attendants than are legally required.

A 747-400 can hold more than 400 passengers, depending on seating arrangements, so there would be a bare minimum of eight flight attendants for a short flight at this level. In practice, there will be more.
