  1. prob about 2 and a half

The design of newer toilets makes the flush more powerful and reduces the amount of water needed, so I think newer toilets are using even less, like 2 gallons down from like 5 or more.  I am no expert, this is just what I recall from reading about advances in plumbing technology.  Best of luck

  4. In the early-mid 90's the government mandated that all toilets are 6 liter flush, or 6.34 quarts.

    Incidentally, it seemed to catch the manufacturers off guard.  The early 6 liter flush toilets were terrible.  When you sold someone a toilet, you had to sell them a matching plunger.  The ones you get today are much better.
