Tibet exile govenment hosted their own Olympics games in India and Tibet team won all the Gold, Silver and Bronze medals.  And they are way ahead of China now.

Only nation states can compete - that's why there's no Tibetan team, no Scottish team, no English team, etc.

Tibet may want to consider sending a team under China-Tibet like China-Hong Kong, China-Taipei, and China-Macau.
