How many king or rulers had the title Great. (ex. Alexandar the Great)?

I'm doing this for a speech project.

Peter the Great and Alfred the Great also spring to mind, as does Charlemagne (Charles the Great).

However, who decides to give a monarch this rather odd title?  Fawning courtiers? Historians seeking to curry favour with a descendant?  The monarch's children, doubtless salving their consciences after the old king's death?

I think I prefer the more honest titles such as Charles the Rash (of France), Philip the Fair (also of France), Edward Longshanks of England, and - one of the most honest - Robert Curthose (shortarse) of Normandy.
