No one really licks a tootsie pop.  You l**k an ice cream cone.  A tootsie pop is something that just rests in one cheek for a very long time slowly dissolving.  After a while, you start cracking it apart with your teeth until you get to the center.  Then you have to tear into that blasted tootsie center and end up swallowing half the paper stick in the process.
