According to the owl on the commercial way back from when I was a kid, it takes exactly 3.  lol  Who says TV doesn't teach you anything?

That would depend entirely on the surface area, saliva content and friction value of the tongue in question. I'm not sure but the exact number of licks required may depend by some small factor on the flavor of the Tootsie Pop in question. If this helps...cool.....if not...who cares?
