How many links are needed to obtain PR (PageRank) 1 status (google)?

It isn't really a question of numbers so much as a question of quality. There is no doubt that link share is the main determinant  in Google PR, but keep in mind that the higher the page rank of the site providing the back link, the more valuable the link - page rank passes on page rank. Theoretically, you could have 10, 20 or even 50 links from generic directories, all with a PR of zero and Google can ignore those links and not count them towards your PR. On the other hand, one link from a site with a PR of 6 could pass along enough value for Google to rank your page at some point in time.

There is no number here so that once you attain it you stop. Link building is on going process. Some info abt link building  

1) Links should be used only for ethical purposes to point web users to useful and relevant information and not to deceive the search engines.

2) Links can be bought, sold, traded or received/given away for free. Being creative and thinking outside the box will most likely get you very many of them no matter which of the hundreds of strategies you choose, just do it or your competitors will do it before you.

3) Don't only think about link building only for the purposes of search engine algorithms or metrics such as PageRank. Same rule applies: Think what is best for your users first, the search engines will adapt.

4) Stay up to date, search engines change, users change, businesses can change for the better or worse if not up to date. Like my friend Brett Tabke says, “read, read, read until your eyes hurt”.

I don't think that is the only way to do it, every search engine is out there to find what people type, bringing back the best result, if your page has what people are searching for goggle will find your site. Yes inbound links do help if they are from a high ranking site. Low ranking sites can actually decrease your rating. My suggestion is to link only with quality high ranking sites. http://www.alexa.com/site/ds/top_500 can tell you which ones are. I hope this helps.
