When you leave your country, you have to obey the liquor limits of the country you are entering. Find a list on the net of the different countries liquor limits

Going out: I'm assuming its the same but I've never done it that way

Customs WILL bust you.  Good news: If you do get caught, you only have to pay the tax difference for the actual amount you spent on the liquor.  (So keep your receipts!)
