  1. There is no way you can make up for it, You have to run the mile because no matter how long you walk for, your heart rate is never going to go up. Just run the mile, it shouldnt take you more than 10 minutes

This is obviously a tricky question judging by the answers you are getting so far.  If you are focusing on calorie burning, it is probably closer to 3 miles.  However, you aren't getting the aerobic advantage of running.  If you were to run the mile at an easy pace, the boost to your metabolism would have much greater effect if you take into account the calories that would be burned later in the day while you are doing nothing at all.  Cheers!
