I believe that its 15mph, but, a bad attitude can lower that considerably and a very good attitude can just get you a ticket and a court appearance.  I've gotten ticketed for 100mph (actually doing 150+ but officer was stopped on a freeway ramp and had to do an estimate (3am in the morning no traffic)), no jail at the time but had to make an appearance in court.

  4. Over 100 is considered a felony under the Penal code..which is separate from the Vehicle code. Cops are obligated to arrest you for a felony committed in their presence.

  6. Can't tell you about California (maybe if the cop was having a bad day, you could get arrested for crossing the street to get to your car), I don't know. In Ontario, Canada, if your caught speeding 50Km/h over the posted limit, you loose your license and your car for 7 days and then face a judge for the fine (max.$10,000)

  8. Of course you can get pulled over for going 1 mph over the limit.  

    However, according to some resources on evading speed enforcement I found on California, over 100 mph is considered reckless speed on the highway.  Radar detectors are legal, although I believe suction cups or attaching it to your windshield in any way is illegal (that's okay, just velcro it to your dashboard).  Laser LIDAR jammers are illegal in California, so don't buy one (a device that sends out an infared beam that jams up their laser signal so that they don't get a reading, the jammers are legal in some states while illegal in others).  Since radar detectors are legal, I might as well tell you this: the California Highway Patrol uses Ka as their radar band for their radar guns to clock your speed, so if you do get a detector make sure it's good with the Ka band.  They also use aircraft to use NASCAR to catch speeders, which radar detectors won't notify you of and even if laser jammers were legal won't help you out.  NASCAR is when they have markers and time your distance with a computer that calculates your speed.  So, if you see these horizonal lines on the road or next to the road, beware!  If they use laser guns on you, keep in mind that the traffic enforcement police vehicle needs to be stationary in order to get a speed reading, so it may be easier to spot the laser speed trap, but be extra aware of vehicles parked on the side of the highway.  If they have radar, they may have moving radar, which means an officer could be on the opposite side of the highway, pick up your speed, then make a U-turn and snatch you!  Radar detectors could help out.  They don't make you immune to getting caught, but limit the likelihood.  They alert you to vehicles ahead of you getting clocked with radar and then you have to slow down once you find out what's going on.  Many officers won't turn on their radar guns until the last moment, so don't rely on that method if you're the only one on the highway because there will be no other vehicles ahead of you to set off your detector if there's radar!  Most of the California Highway Patrol's traffic enforcement vehicles are Ford Crown Victorias, so learn to recognize what that vehicle looks like from a distance away!  The traffic enforcement ones are black with white front doors and roof.  The metro traffic enforcement units have those light bars on them, while the rural traffic enforcement units don't have the light bars on top.  There are some BMW motorcyles used for traffic enforcement.  Only about 2% of the traffic enforcement units are laser equipped, which is good.  But then you could just not go over 100 mph and you don't have to worry about it!  Although radar detectors and situational awareness are legal, if you're going over 100 mph, it's going to be quite difficult to slow down on time once you're aware of what's going on.  If you are actually in an accident and are going over 100 mph, just because of the laws of physics, you're not going to be enjoying all that mass times acceleration trying to destroy your vehicle and being a major hazard to your health!  Not to mention, if someone's going over 100 mph and kills someone, they totally deserve to be prosecuted criminally!

To actually be arrested (as opposed to just given a ticket) a lot, but if they give you a ticket to sign and you refuse to sign it, then they arrest you, even if you would have been allowed to leave with the ticket if you had signed it.  (Note that this refers to the signing of a "promise to appear", not to agreeing to what the ticket says you did.)
