i was wondering the same thing, and the announcers said that the old world record was about 27 mile per hour. I didnt believe it at first, so he was going alittle under thirty

He had an average of about 37.1 kilometers per hour. And about 10.32 meters per second.

Well, he ran 100m in 9.69 seconds, so that would be an average right around 23mph.

However, considering he didn't start at top speed (takes a few paces at least) and he actually slowed down before he crossed the finish line, he probably got close to 30 mph at his top speed.

As Sue-bob points out, his top speed was probably close to 30 mph.   You cannot just divide and get his average speed to know how fast he can run.
