Car/taxi would probably take longer because of the traffic, which is brutal. It shouldn't take too long to walk, but you could take the tube from South Kensington on the Piccadilly Line to Piccadilly Circus, then the Bakerloo line to Oxford Circus, which puts you at Oxford and Regent. You could also take the Circle or District Line from High Street Kensington to Piccadilly Circus then the Bakerloo Line up.
