  1. no one i know.

  2. Clinton appoined Carol Moseley Braun as Ambassador to New Zealand and Samoa.

Why do you need a source?  If it is to compile a bibliography in your school essay, DYOR.

  3. Sorry, but State doesn't appear to publish those statistics.  You might be interested to know, though, that Ebenezer Don Carlos Basset was the first African-American diplomat. He was Minister Resident and Consul General in Haiti from 1869 to 1877. The first A-A ambassador was Clifton Wharton, who served as chief of mission to Romania 1958-1960 and then ambassador to Norway 1961-1964.  The first woman A-A ambassador was Patricia Roberts Harris, ambassador to Luxembourg 1965 - 1967.

The first female Minister was Ruth Bryan Owen, Denmark, 1933 - 1936.   The first female ambassador was Eugenie Moore Anderson, ambassador to Denmark 1949 - 1953.

There have also been - and still are - numerous Asian-American ambassadors.

I have personally known more than a dozen minority ambassadors.
