If they are not 16, they cheated.  Cheaters should not be allowed to keep their medals.  If they are 16, they won and deserve them.

I believe that each event that medals counts as 1 medal, regardless of the number of team members.

Yeah, that's true. They all get a gold medal but in the rankings it only counts as one.
