  1. Yeah, probably how much is posted...unless it is a busy day then they would probably let more people on! I didn't even know there were whales in mexico...maybe on the pacific side but I thought they stayed well out into the ocean? I"m stupid


  2. If you're referring to seeing the gray whales in the lagoons in Baja, the pangas (small boats) hold 6-10 people (depending on the size of the people and any other equipment they have on board).

    The Mexican government regulates not how many people are allowed in the boat but how many boats can be out on the water at any given time and in what areas of the lagoons.

    Each of the vendors/boats has a permit from the Mexican authorities and there are observers who sit on shore with scopes to make sure that the boat pilots are not harassing the whales or staying out too long. No private boats or kayaks are allowed in the nursery bays/lagoons.

  4. It depends on what the boat itself is rated for by the manufacturer.  Boats are rated with both a maximum occupancy in number of persons and in total weight.
