Depends on what year, if you are talking about the classic 60's & 70's model then legally 4 people because there are only 4 seat belts, the new model has seating for 5.

Now if you mean how many can you cram into a Mini, well that I don't really know. Maybe like the VW you can get 12 or more people into it?? LOL.

Well my mum used to have a 60's model. It had 5 seatbelts. Whether one was put in aftermarket i don't know.

They are a great car. I'd have one if i could find a cheap one!

If you greased the car up and layed the seats back, you could probably fit in around 10-15, depending on the size of the people.
