  1. the Titanic carried 16 lifeboats and 4 canvas collapsible boats.  They were capable of carrying 1,178 of the passengers and crew.  Total number of passengers..1,316. Total number of crew..891.  So, you had a total of 2,207 on-board. That means 1,029 were out of luck.  Incidentally, regulations did not require a ship to have enough lifeboats for everyone on-board, the regulations required that you have enough lifeboats for 962 passengers.

    When those reg's were drawn up and put into effect, no one had foreseen an ocean liner the size of the Titanic.

    The only reference to the size of each lifeboat I can find is this, "...the first lifeboat, capable of holding 65, was lowered down with only 28 on-board..." and "...one, capable of holding 40 persons, was allowed to pull off with only 12 on-board.."
