All depends on the seating arrangements.  A 140 stretch can handle 12-14 if seated on one side, up to 24 if seats line both sides.  But there are limitations on the capacity, a lot is set by the state.  Even though there are 200 stretches out there the limit is still 24.

If you're looking at a executive limo, then you may only be looking at 2 to 4, excluding the front seats.

It all depends on what features, stretch, and class you're looking at.
