The double-deckers with the greatest number of seats are in Hong Kong, seating 120.

The largest double-decker I can think of in the UK seats 96 with 8 standing downstairs.

The [highly dangerous] Routemasters which plied the streets of London for 52 years, had 64 or 72 seats depending on the body, plus 8 standing downstairs.

That said, if a group of students (or the like) were to attempt to cram in as many bodies as possible, then you could double the above figures.

I once was the conductress on a Leyland Atlantean (normal seating capacity 74) which actually carried 5 adults and 110 schoolchildren (the latter all being under the age of 6!) (The other bus on this route was missing and we crammed everyone onto my bus!)
