How many quadrapeligic drivers are there in the United States?

I am doing research with a police officer on this.

I agree with the first answer but someone with limited use of their arms and legs can drive.  

Their car will be fitted with hand controls for gas and brakes and possibly a special handle to grip on the steering wheel............

I would assume the answer is 0.  How can you possible drive when you have no function of any of your limbs.
