  1. I know the following countries do, so I&#039;ll start off with them.

    Germany, Belgium, Spain, Netherlands, United Kingdom, Greece, Norway, Poland, Brazil.

    ETA:

    Ontario&#039;s law includes a disclosure veto.  It does not constitute equal treatment under the law for adopted citizens.

    ETA 2:

    I had to run out.  As for states in the US, Alaska and Kansas have never sealed records from the adopted person.  New Hampshire, Maine (starting 1/1/09,) Oregon and Alabama have all restored the right to equal access for adopted persons.  Some people attempt to include Tennessee in the list, but Tennessee has a disclosure veto.  This nullifies equality under the law and continues discrimination.


  2. I know Ontario has flip-flopped on this issue a number of times, but unless I&#039;m mistaken, the records are now open there.  

  3. I believe Oregon, Alaska and Kansas? have unrestricted access to records of adoptees, but I&#039;m not 100% positive on that
