It depends on the situation.  I am a special education teacher, and at times we have had "short buses" that only brought one or 2 students, because they used wheelchairs and the other buses did not have wheelchair lifts or the necessary equipment to make the wheelchairs secure while in transit.  Other buses may have as many as 20 kids, with an aide riding to insure that they are riding in a safe manner.  

I am giving you a serious answer to your question, even though I suspect that it was not a serious question.  I hope that you have enough self-esteem that you are not trying to make yourself feel smarter or better by making fun of people with special needs.
