  1. Might be because there are different sizes of pucks. Tabs are the smallest ( a little larger than a bottle cap diameter and 3/4 inch thick), followed by pucks, then super pucks. 28 pucks would be too much, 28 tabs may not be.

For starters, fill your chlorine dispenser. All the way up if this is a floatie. ( I assume it is). You are using a dispenser, right? You can't simply put pucks or tabs on the bottom of the pool. It'll bleach the liner.

Open up the dispenser's flow device all the way and let it go do it's thing. Check the chlorine residual next day. If it's close to 1.0 to 1.5, throttle back the flow a tad. Check again next day. When you have the floatie dispensing most or all of it's load ( they don't hold much) and are maintaining a 1.0 -1.5 reading for Cl, you've got the flow adjusted right.

If you have no floating dispenser, you can always (short term only) put the tabs or pucks into the skimmer. Again, trial and error here. All pools are different as to how they consume chlorine. Different water flow, water chemistry, bather load ( swimmers) and even the manufacturer of the chlorine can make a difference.
