Each tile is (18 in x 18 in) = 324 sq in = 2.25 sq ft.

700/2.25 = 311.11

So you would need 312 tiles to cover 700 sq ft. if there is no waste.

That is correct.  You should purchase several extra tiles because you have to make special cuts around things and you also need to keep spare tiles on hand in case they discontinue your pattern and you need to replace any damaged tiles.  This can happen in both ceramic and stick-down tiles.
