  1. if you were to come up with too many lost passports? do know that you will be scrutinized, of course it can happen, many people loose their passport, yet? if it does happen too often?your travel, and moves? you will be looked upon.......... very closely,

  2. It depends on where you're from. In Australia if you loose two within ten years they give you a warning and if you lose three they tell you you can't apply for any more passports for about five years. Each passport you lose you have to pay a lost/stolen fee for which is usually a percentage of what a passport costs.

To the person who thinks passports cannot be withhold from the applicant. That is not true. If you loose your passport too many times the passport office can have reason to believe that you are deliberately loosing your passport (eg selling it to people who want a quick entry into the country as a fake passport can be work up to about 80 thousand dollars depending what nationality you hold) and they are within their right to without a passport in the interests of national security. Most passport offices will tell you in the fine print that the money you pay for the passport is the application fee (which is non-refundable) and they they have the right to refuse you a passport if the believe they have the right (usually this is done to children who don't have full parental consent).

  3. In the US, once and only once.  AFter that, you must wait for the Passport to be expired  to be able to apply for a new one.

  4. In theory, an infinite number of times. In reality, probably about 2 or 3 times before they start asking questions.

To the poster above, I seriously doubt that you have to wait for the old one to expire. If you lost it soon after you got it, you would be trapped in your country for 10 years until it expires? I don't think so.
