You can use it as many times as you like. Best would be to add some Limit Reverse's so you could using it.

it does not say that you can only use its effect once per turn. so you can keep using its effect if you have frogs in your deck

It's an ignition effect, so as much as you want to, provided you have a card in your deck to summon.
