    WWI - Wilson

    WWII - Roosevelt

    Korea - Truman

    Vietnam - Kennedy/Johnson

    Grenada - Reagan

    Panama - Bush

    Gulf I -Bush

    Kosovo - Clinton

    Somalia - Clinton

    Gulf II /Afghanistan - Bush II

    You can make claims that if congress didn't declare it, it isn't war. But that is completely dishonest.

  4. this would depend a lot on what you refer to as wars. Korea for one was not a war but was a police action but troops were sent there by the president. also how far back do you want to go. In general any time we have troops in a conflict it is by presidential order
