Lulu: People say or write "the year" because for 100 or so years before, years were preempted with 1900. Some people became so used to using 1900 that they even dropped it completely and just wrote or spoke in decades. "...in the 60s ... " or ". . .68 was good year for . . ."

2000 simply doesn't have the place holders, so to make it clear that it is a unit of time we are talking about, it seemed like a good idea to add "the year..."

Edit: True, only a village idiot would describe a four point margin as a "spanking". Terribly sorry, the word rolled off the keyboard far too easily.
