  1. 3, but i would not recommend it, as it is a -1 card, you discard 1 card+ this card to destroy only 1 of the opponent's monster, this gives the opponent 1 card advantage


  2. You may use up to 3 in a deck, because it is not forbidden, limited, nor semi-limited in both traditional and advanced format of forbidden/ limited cards.
